Minimum Security / Safety / Medical Response Kit
Updated: 25 May 2025
Having the right gear available — maintained, organized, and accessible to trained personnel — is a foundational element of any converged security, safety, and medical response program. This list covers portable or incident-only items, not fixed equipment like cameras, access control, or fire extinguishers. It is intended as a starting point for budget conversations, DHS grant applications, and annual program reviews.
Things to Consider Before You Buy
- What and how many? — Equipment, gear, and supplies quantities depend on your headcount, facilities size, and event types.
- Location — Where is it stored: onsite, in vehicles, for portable use, or at offsite events? Publicly accessible or behind locked doors?
- Training — Do you have a training program and a certification inventory of potential users?
- Use vs. Available — Do you allow all staff and volunteers to use it, or only certified users?
- Insurance — Do you have proper coverage for the equipment and its use?
- Fire / OSHA Regulations — Are there regulations that require or restrict certain gear in your environment?
- Maintenance — Do you have the resources and skillsets to maintain gear and stay compliant?
